Vegas Commission Rejects 22-Storey Hotel Plan

Key Takeaways
The proposed large-scale project “Jackson Hotel and Harlem Nights Casino” in the historic Westside neighbourhood of Las Vegas has been rejected by the city’s Planning Commission. The commission voted 5:1 against the proposal. The main point of criticism was the planned height of the building, which significantly exceeds current zoning regulations. Despite a reduction to 22 storeys, the project remains controversial. The final decision will be made by the City Council on June 18.
Project Faces Opposition
The proposal includes a 22-storey building with a hotel (207 rooms), 60 condominiums, an apartment tower with 336 units, as well as a casino, theatre, spa, nightclub, restaurants, and retail spaces. A separate parking garage on its own lot is also planned.
Despite the reduction from the original 60 storeys to 22, the project still exceeds the local zoning plan, which allows a maximum height of seven storeys. The city administration therefore advised against approval. Residents also expressed concerns about privacy and integration into the existing neighbourhood.
Planning Commission Vote
On Tuesday evening, the Planning Commission voted 5:1 against recommending the project to the City Council. Only Commissioner Louis De Salvio supported the proposal. Project manager Breanna Lucier had hoped for approval with conditions. The developers argued that the reduced height represented a compromise.
Developer Defends the Project
Project developer Shlomo Meiri sees the development as a catalyst for economic growth in the Historic Westside. He referred to a “constructive” meeting with residents in April. Nevertheless, neighbourhood opposition persisted. Shortly before the vote, Meiri attempted to withdraw the application but ultimately decided to proceed.
Commissioners such as De Salvio and Stephen Munford advised the development team to revise their presentation ahead of the City Council’s upcoming decision.

Additional Approval Hurdles
Even if the City Council approves the project on June 18, it is not yet ready to begin. The developers must obtain additional approvals:
- Aviation clearance from the U.S. Federal Aviation Administration (FAA)
- A high-rise safety report for the Las Vegas Fire Department
These steps are required before construction can begin.
Our Assessment
The Harlem Nights project exemplifies the challenges of implementing large-scale developments in established urban areas. Despite economic potential, public acceptance remains crucial. The Planning Commission’s rejection is a clear signal. Should the City Council approve the project, further regulatory reviews will follow. For investors and observers, June 18 remains a key date.
